Chairman
Josh McCoy is a seasoned executive with more than 20 years of leadership in disaster recovery, construction management, and community development. Over the course of his career, he has founded multiple successful enterprises and led nearly $1 billion in projects, consistently delivering results that balance speed, quality, and client satisfaction.
Josh has directed 21 federally funded residential construction programs as well as numerous privately funded projects, giving him a deep understanding of how to coordinate stakeholders, align complex teams, and deliver under demanding conditions. He is adept at managing large-scale, rapid-paced construction and disaster recovery projects that span wide geographies, with field crews, supervisors, and subcontractors working in tandem.
Known for his strategic planning, operational excellence, and process improvement, Josh has built a track record of success serving local, state, and federal clients. His expertise extends across housing recovery, emergency response, general construction, and long-term resiliency - always with a focus on strengthening communities in the aftermath of disaster.
As Chairman of Dynamic, Josh continues to provide vision and leadership for the company’s growth. He remains deeply engaged in day-to-day operations, supporting teams in the field and ensuring Dynamic is positioned to deliver the highest standard of service to clients and communities nationwide.
Chief Executive Officer
As Chief Executive Officer of Dynamic Group, Zach Butterworth leads nationwide programs that deliver resilient infrastructure, housing recovery, and emergency response at scale. He brings deep experience across disaster operations and public‑sector procurement, with a track record of securing federal recovery funding, advancing disaster policy reforms, and coordinating across complex, multi‑agency recoveries.
Previously, Zach served at the White House as Director of Private Sector Engagement, partnering with senior officials and industry leaders to address supply‑chain disruptions, mitigate cyberattacks, and mobilize federal support following major disasters. After the White House, he was a partner at a Washington, D.C.–based firm advising business leaders on value creation, regulatory risk, and government engagement.
Zach began his public service on Capitol Hill with the Louisiana delegation and later with the City of New Orleans, where he helped deliver post‑Katrina infrastructure, housing, and resilience initiatives across federal, state, and local governments.
He holds a B.A. from Louisiana State University and a J.D. from Loyola University New Orleans College of Law. A passionate outdoorsman and former U.S. Coast Guard–licensed captain, he enjoys spending time outdoors with his wife and children.

Chad Mitchell is a seasoned leader with more than 17 years of experience in project, production, and operations management across the construction and disaster recovery industries. Since joining Dynamic in 2017, Chad has advanced quickly through leadership roles—beginning as a Construction Manager, then Project Manager, General Manager, and ultimately being named President in 2023.
In this role, Chad leverages his extensive background overseeing more than 1,800 federally funded projects to guide executive-level business strategy, financial performance, and risk management. He ensures compliance with rigorous federal regulations while shaping company-wide operations to deliver excellence at scale. His expertise spans federal and state disaster recovery programs, regulatory compliance, and complex construction management, with experience across agencies such as FEMA, HUD, USACE, and the U.S. Treasury.
Chad’s leadership has been instrumental on high-profile projects, including the COVID-19 Alternate Care Site at the New Orleans Morial Convention Center—where his team delivered 2,000 patient rooms and full medical infrastructure in just days—as well as large-scale housing recovery programs in Louisiana and New Jersey.
Known for his precision, problem-solving, and hands-on leadership, Chad remains deeply committed to Dynamic’s mission of strengthening communities through resilient infrastructure and disaster recovery.
Chad holds certifications as a Mold Remediation Specialist and a Louisiana Residential Construction License, and is a graduate of the Business Report Executive Leadership Academy.

With more than 20 years of experience in construction management, Scotty Mahler brings a proven track record of successfully leading complex projects from planning to completion. As Executive Vice President of Operations, he oversees project execution, working closely with stakeholders to ensure efficient planning, clear communication, and seamless coordination across field teams.
Scotty specializes in streamlining operations, from securing materials and equipment to aligning budgets with production goals, and is known for his ability to keep projects on schedule, on budget, and to the highest standards of quality. His dedication to the success of every project is evident in his seven-day-a-week availability and hands-on leadership style.
Over the past two decades, Scotty has also played a central role in numerous emergency response projects, where he has navigated the unique challenges of high-stakes, fast-moving environments. His expertise in balancing technical demands with operational realities has earned him a reputation for precision, resourcefulness, and accountability.
